WESTERN MAINE CONFERENCE

 

CONSTITUTION

 

Founded 1987

ARTICLE  I –NAME

 

This organization shall be known as the Western Maine Conference.

 

ARTICLE II- OBJECTIVES

 

Section 1:         It shall be an objective of this association to unite the member schools of the Western Maine Conference in order to promote growth and professionalism through the sharing of ideas relating to student-athletes and athletic administration.

 

Section 2:         It shall be the objective of this association to unite the member schools in the Western Maine Conference in order to promote co-curricular activities.

 

Section 3:         It shall be the objective of this association to unite the member schools in the Western Maine Conference in order to promote sportsmanship in all interscholastic functions.

 

ARTICLE  III- MEMBERSHIP

 

Section 1:         Any secondary school that accepts the rules and policies of the Maine Principals’ Association and the Western Maine Conference is eligible to apply for membership in the association

 

Section 2:         Any school desiring to join this association must make written application to the President and be accepted by two-thirds of the existing member schools.  Any school that has withdrawn from or that has been dropped from the MPA and/or this association must apply for reinstatement under Section 2 of this article.

 

Section 3:         The voting rights of each member school are vested in the athletic administrator or his/her designated representative. Each member school is entitled to one vote.  Each member school must be represented by the athletic administrator or a designated representative in order to exercise the right to vote.

 

Section 4:         For the purpose of conducting business, a quorum shall consist of a majority of member schools that make up the Western Maine Conference.

ARTICLE IV- OFFICERS OF THE WESTERN MAINE CONFERENCE

 

The officers of the Western Maine Conference shall be: President, Vice President, and Executive Secretary/Treasurer.

 

Section 1:         The duties of the Western Maine Conference’s officers shall include but not be limited to:

 

A.     President – The president shall preside at all meetings at which he/she is present and shall conduct all meetings with due regard to the business of the Western Maine Conference, calling meetings, creating agendas and supervising organizational activities, and assume those added responsibilities necessitated by the needs of Western Maine Conference but not included herein.  The President will delegate responsibilities for conducting the Western Maine Conference’s business to other officers and the Western Maine Conference members in general as the Western Maine Conference’s business requires.  The President of the Western Maine Conference shall be the athletic administrator of a member school.  The President’s duties shall be automatically transferred to the Vice President in the absence of the Western Maine Conference’s President.

 

B.     Vice President – The Vice President of the Western Maine Conference shall assume those responsibilities delegated to him/her by the President and preside at all meetings of the Western Maine Conference in the absence of the President.   The Vice President will assume all the other duties of the President in his/ her absence and will become the President of the western Maine Conference if the elected President is no longer able to assume the duties of the President or is no longer an athletic administrator of a member school of the Western Maine Conference.

 

C.     Executive Secretary/Treasurer- The Executive Secretary/Treasurer shall carry out the general financial responsibilities of the Western Maine Conference. S/he shall attend all league meetings of the Association and keep an official record of said meetings, report the same when called upon to do so and carry on the general correspondences of the Association. The Executive Secretary/Treasurer shall be responsible for keeping all financial transactions of the Western Maine Conference and general accounting of such. S/he shall provide a full financial statement/report monthly to include deposits and disbursements listed and balance on hand. Additional duties of the Executive Secretary/Treasurer include but are not limited to;

 

a.       Prepare Assignor contracts and issue with proper signatures.

b.      File Federal Tax Exempt status.

c.       Complete necessary tax forms in a timely manner.

d.      Coordinate audit of Association’s finances and present at the 1st WMC meeting of the year in August.

e.       File and coordinate the details of the WMC’s liability insurance policy and distribute as needed.

f.        Responsible for all Association rentals.

g.       Correspond to all situations as requested by the Association and or league officers.

h.       Perform other duties as directed by the President or Vice President.

 

Section 2:         The positions of Vice President, and President, of the Western Maine Conference shall be appointed annually utilizing a seniority based alphabetical rotation. Whereby the senior most members of the Association are appointed annually to fill the positions of President and Vice President. The official WMC Officer rotation is listed in Appendix A of the Constitution and updated yearly. This rotation may be altered for extenuating circumstances by a majority vote of the members.

 

Section 3:         The Executive Secretary/Treasurer position in the Western Maine Conference is a stipend position and is elected yearly by a majority vote of the membership following a recommendation from the President and Vice President.

 

Section 4:         All officers must be athletic administrators of member schools, with the exception of the Executive Secretary/Treasurer position.

 

Section 5:         Officers of the Western Maine Conference will assume their duties on August 1st of the school year for which they have been elected.

 

Section 6:         Each member of the Association will be assigned to serve as either a liaison to a specific sport or take on an additional responsibility with in the league.

 

ARTICLE V - DUES AND ASSESSMENTS

 

Dues for the succeeding year shall be determined by vote of the Western Maine Conference at its April meeting following a recommendation by the Treasurer.  On the recommendation of the Treasurer and vote of the membership, additional assessments may be levied on member schools as required for the Western Maine Conference to transact its financial obligations.

 

ARTICLE VI- MEETINGS

 

Section 1:         The Western Maine Conference shall meet monthly August-June. Additional meetings may occur at the call of the president in order to conduct the necessary business of the Western Maine Conference.

 

Section 2:         No meetings of the Western Maine Conference may be held without a five working day written notification by the President to all member schools of the Western Maine Conference.

 

Section 3:         The time and location of the Western Maine Conference meetings will voted on by the member schools.

 

Section 4:         All meetings will be conducted in accordance with Roberts Rules of Order.

 

ARTICLE VII - VOTING

 

Section 1:         Each member school shall be entitled to one vote in all matters brought under consideration of the Western Maine Conference.  No business of the Western Maine Conference will be voted unless a quorum is present.

 

Section 2:         In order for a motion to be approved a majority

Vote is required of the members present.

 

ARTICLE VIII – AMENDMENTS

 

Section 1:         Proposed amendments to this constitution may be introduced and discussed at any meeting of the Western Maine Conference but cannot be voted on until the next succeeding meeting.

 

Section 2:         Amendments to the constitution may only be adopted by two-thirds vote of the members present for the meeting where such amendments are on the meeting agenda and a quorum is present.

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

 

WESTERN MAINE CONFERENCE

 

By-Laws and Operating Procedures

 

I.                   AWARDS

 

  1. Any activity sponsored by the Western Maine Conference of a competitive nature will be provided appropriate recognition.

 

  1. No Western Maine Conference championship will be recognized or awards given in activities that are not adopted as a Western Maine Conference sponsored activity.

 

  1. Conference/League Champions are decided as outlined within the guidelines of each sport.

 

      D.  The Athletic Directors of Western Maine Conference schools will identify and    recognize all-academic student-athletes from each sport season who meet the    following criteria:

            1.         A member of the Senior Class

            2.         Earn a 3.2 grade point average (93) or its equivalent (non-                                                        weighted) through out their high school career.

            3.         A member of a varsity team

 

            Each school will nominate candidates based upon the following process:

            1.         All academic work must completed by the end of the season.

            2.         The nominee abides by all school's policies and codes of conduct.

            3.         The first 6 semesters will be utilized to determine eligibility for fall                                   activities, for winter and spring the first 7 semesters will be utilized.

 

            Recipients will receive a certificate from the conference to be given at the           Athletic Directors discretion (i.e. end of the season banquet or in the spring).

 

            A list of the all-academic team will be posted in the local papers along with the   WMC all-star teams for that respective season.

 

II.                OFFICIALS

 

  1. All Western Maine Conference member schools will use officials assigned by a WMC appointed assignor in athletic contests between member’s schools in those athletic programs for which an official has been assigned.

 

  1. Member schools will not use high school students as officials for any inter scholastic competitions, (high school students may be used as timers and judges in track meets or as scorers or timers in JV and Freshman level competition as deemed necessary by member schools).

 

III.             STARTING TIMES

 

  1. The Western Maine Conference will recommend starting times for the interscholastic competitive programs sponsored by the Western Maine Conference.

 

  1. Starting times of individual athletic contests may vary from Western Maine Conference recommended starting times by mutual agreement of the member schools involved in that competitive event.  It is the responsibility of the host school’s athletic administrator to notify the assignor of officials, where appropriate, of any changes in starting times or competition dates at the earliest time.

 

IV.              CHANGES IN BY-LAWS AND PROCEDURES

 

  1. Changes in the by-laws and procedures may be introduced and discussed at any meeting of the Western Maine Conference but cannot be voted until the next succeeding meeting.

 

  1. Changes in the by-laws and procedures may be enacted by simple majority vote of the member schools present at the meeting where such changes are on the meeting agenda and a quorum is present.

 

V.                 ASSOCIATION PASSES

 

  1. Each member school will be issued Western Maine Conference passes.  Each pass entitles the bearer and guest to admittance at any Western Maine Conference sponsored activity or contest.

 

VI.              SCHEDULING

 

  1. The Western Maine Conference athletic directors are responsible for scheduling all interscholastic athletic activities sponsored by the Western Maine Conference.

 

  1. All conference athletic schedules will be submitted to a meeting of member schools as determined by the WMC Business calendar.

 

  1. The association’s athletic administrators will also be responsible for:

 

    1. The functioning of each sponsored program within the existing regulations and procedures of this association.

 

    1. Recommending changes, which they feel, would be beneficial to the program.

 

    1. Delegating athletic directors responsibility for organizing and supervising specific individual athletic programs sponsored by the association.

 

    1. The athletic administrator is responsible for the creation of guidelines for their assigned sport.

 

  1. Athletic administrators may meet with the coaches in each sport to solicit the coach’s ideas and suggestions before a final schedule is formalized and submitted to the principals for approval.

 

VII.           GRIEVANCE PROCEDURES

 

  1. All complaints involving the actions or activities of students, staff or spectators of a member school of the association will be made immediately by telephone to the athletic administrator of the offending school by the athletic administrator of the school, which feels it has been offended against. If no satisfactory solution of the complaint can be achieved between the athletic administrators of the member schools involved in the complaint, the issue will be addressed with the Principals of each member school until the problem is resolved.
